If you don't have all of your child's educational records, know that you can make a written request to your school district and they must provide them to you within five business days. If the school year has ended in your district, send your request to your school district office for response.
Here is a sample letter to request your child's records:

HAND-DELIVERED TO DISTRICT OFFICE ON ABOVE DATE at
I am the parent of the above-named student. I request the immediate review and copies
of all of the student’s educational records, including but not limited to IEP’s,
evaluations, test scores, test protocols, consent forms and notices,
correspondence, discipline records, report cards, behavior plans, notes of district
and school personnel, e-mails of district and school personnel relating to my
child, enrollment forms, attendance records, and all other written records kept in
any files maintained by the district and school site including but not limited to
cumulative and special education files.
Pursuant to California Education Code section 56504, please have such records
ready for me to pick up within five business days of today’s date.
